In his apostolic letter Testem benevolentiae (1889), Pope Leo XIII (who also established an Apostolic Delegation in Washington, DC, in 1893) condemned such efforts as "Americanism," described by La Piana "as an attempt to reconcile Catholic doctrine and discipline with the supposed exigencies of modern thought and modern civil liberties, at the expense of both the fundamental Catholic institutional tradition and the true character of Catholic spirituality.
