State: Florida

I was recently was convicted of a DUI. When I went to reinstate my license I was told I couldn't because my license was suspended in Tennessee 7 years ago for a dui. Both states want to charge a reinstatement fee. Do I have to pay both or just the one in the state? I am seeking to obtain a driver's license?
