In the 1952 International Convention for the High Seas Fisheries of the North Pacific Ocean, Canada, Japan, and the United States joined together to establish cooperative measures for the conservation of the fishery stock of the North Pacific. The tripartite negotiations resulted in the creation of the International North Pacific Fisheries Commission, which, in addition to its duty to gather and compile information, is responsible for recommending changes in any conservation measures already in place.
