The PLO's old guard -- men like Yasser Arafat and Abbas, who led the liberation organization from exile and returned home with the Oslo Accords -- dominated the Palestinian political landscape up to now.
Since the Oslo accords between the Palestinian Liberation Organization and Israel in 1993, Abbas has been a key Palestinian negotiator pushing for a two-state solution to the Palestinian struggle.
Beilin, who was one of the prime movers behind the Oslo accords of 1993 that created the Palestinian Authority, was receiving one of France's highest accolades, the Legion of Honour, from visiting Foreign Minister Bernard Kouchner at the French embassy in Tel Aviv.
