Alexander Koller's article is based on close examination of the papers of the papal nuncios in the empire. The document was sent out sub secreto, first to Papal Nuncios, and, when that seemed to have no results, to presidents of episcopal conferences, instructing bishops never to alter the sex listed in parish baptismal records. Working behind the scenes and at the scenes through the papal nuncios was more effective than issuing public statements from the safety of the Vatican. |
