Country: United States of America State: Texas Does a private water company have the right/authority to demand that I pay to install a 2nd water meter on my residence property? This company has serviced this residence since 1964. The company has changed hands several times in the last ten years. Each new owner accepted the accounts receivable as is. The new owner allegedly purchases the company in Jan'05, and demands this in Oct/Nov'05. He is also claiming he has right to access my complete property at his cozening. To my knowledge he has not made this demand of the 2 men with property on the same street. This is harassment, terrorism, discrimination and retaliation. I want it to stop.

Answer

Normally they cannot do that; you may first file a complaint with city officials--they will usually investigate and resolve these issues.
