We requested information on every instance where such surveillance techniques have been employed by Coventry City Council, using the RIPA Act or not.
The council said the workload involved in examining every RIPA request and analysing the result would be too great.
Yesterday Home Secretary Jacqui Smith said councillors or senior officials might in future be required to approve their use, under plans set out in a review of changes of the RIPA Act.
