My wife and I have a verbal agreement with our next door lady we were to pay half the electric bill which we done and more. But they keep turning our electric and water off unless we pay them a lot more plus we are buying the house not the land nor renting the land where it sits they have given us a notarized lease which they signed and we didn't and a 30 day notice of eviction. Can they evict us when we own the house on there land? Can the turn our water and electric off any time they want to be mean?

Based on what you say here, you could probably file suit against them (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney. You could try to collect all of the costs and damages that you suffered due to their behavior.
