Humans, being imperfect as we are, will always need to allow a margin for error.
And, since time is a precious commodity, I believe it smart to allow a margin between appointments.
Some forces follow the Association of Chief Police Officers' guidelines which only allow a margin of 10pc plus 2mph which would lead to prosecution at just 35mph in a 30mph zone.
