By a 3-2 vote, the redevelopment agency board approved Chief Executive Robert ``Bud'' Ovrom's plan to decentralize the agency into seven zones, each tasked with rehabilitating blighted areas from Canoga Park to San Pedro.
Studies by Alfred Chandler and Oliver Williamson have demonstrated that such organizations must decentralize decision-making, thereby granting autonomy with accountability to sub-units, in order to function effectively.
One asks city departments to make recommendations on how to decentralize government services into seven regional districts; the other would set up six additional council committees to deal with localized issues.
