The base rates may average the announced increases across the board; however higher zone express shippers could experience increases in the 9-10% range.
According to Amtrak, this overestimation occurred because (1) it had no empirical basis for its revenue estimates and (2) express shippers were reluctant to enter into contracts for service that did not yet exist.
The express shippers say they can now help customers examine their logistics chain, find ways to streamline the process and make it all more efficient.
