| Facing a murder charge in March's slaying, Garcia was shielded by a 2001 Mexican Supreme Court ruling that banned extraditing Mexican nationals facing a life sentence in the United States. Shortly before President Bush's March 23 meeting with Mexican President Vicente Fox, the Los Angeles Police Protective League sent him a letter urging him to pressure Fox into extraditing Garcia for trial in California. By extraditing Cavallo, Mexico effectively recognized that another country (Spain) could exercise universal jurisdiction. |
