Question

Country: United States of America State: Georgia Friend lived with my family for 9 months, aired to pay back cost of bills after moved out in November, provided her with promissory note each payment terms, she said she would review and return with first payment, has not provided this document not payment, on 12/14 via in conversation stated this had been mailed and provided, now will not respond to emails and cell phone number has been disconnected (I do have an alternate number to reach her and an address to reach her). amount owed is 3525, is this enforceable due to verbal commitment to pay?

Answer

Based on what you say here, you could probably file suit against her (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to her behavior...
