Indeed, if 'relevance and urgency' were notions specifically gaugeable only by the President, in discretionary unchallengeable judgement, the delineation and extension of power to issue such measures would not arise from the Constitution, but from the will of the President, since they would have the scope that the Chief Executive wanted to give to them.
