That can happen when an employer misclassifies the type of work their employees do, or misrepresents the actual number of workers they have. In this case, a type-1 error occurs when the model incorrectly classifies a downgraded bank, and a type-2 error occurs when the model misclassifies a bank that is not down-graded. The Internal Revenue Service, which insists the guidelines are clear, says one in seven employers, either willfully or by mistake, misclassifies workers as independents. |
