The facility was aimed at people with alcohol dependency, substance misusers and those with associated mental health issues - but planning permission was refused by the former Tynedale District Council in January.
Dr Victoria Manning, of the National Addiction Centre, said: "In order to meet the needs of both parental substance misusers and their children, we first need to understand the scale of the problem.
According to the report, along with people currently in receipt of Jobseekers Allowance, it is "anticipated" the funding will also benefit "lone parents, exoffenders, refugees, drug or alcohol misusers, homeless people and black and ethnic minority groups".
