In May, the Connecticut Interscholastic Athletic Conference, which governs the state's high school sports activities, came up with a rule that penalizes coaches whose teams stomp all over their opponents. They agreed that calculating funding on a per-person basis, as is done now, unfairly penalizes jurisdictions with small populations, such as the three territories. A new law in Guatemala penalizes money launderers and permits seizure of assets from drug-related activities, kidnapping and corruption. |
