sex offender n. generic term for all persons convicted of crimes involving sex, including rape, molestation, sexual harassment and pornography production or distribution. In mosst states convicted sex offenders are supposed to report to local police authorities, but many do not. A JERSEY City ordinance that took effect in December bars sex offenders from living within 2,500 feet of a school, day care center, park, playground, sports facility, library, theater, or convenience store. Stating that 124 registered sex offenders live in Sylmar and just six reside in Beverly Hills, Assemblyman Richard Alarcon, D-San Fernando, said it is unfair that some communities -- often in lower-income areas -- shoulder more responsibility than others. Such an erroneous directive assumes that these offenders pose a long-term risk for sexual reoffending though there is growing evidence that juvenile sex offenders pose a bigger risk for nonsexual reoffending than for any further sexual delinquency. |
