The Time Dimension Several studies exploring factors in economic performance have stressed the importance of attention to time lags where effects reasonably can be expected to take some time to occur (Barrett and Franke, 1970; Franke, 1974; 1999; 2005; Franke and Barrett, 1975; 2004; Franke, Edlund, and Oster, 1990; Greene, 1973; Kenny, 1979; also see comments on direction of causation by Denison, 1967: 121; 1980).
The second issue is that there are time lags between when the data are collected and when the allocations are available to states, so that the allocations may not reflect current labor market conditions.
