Globally, scheduled airlines are permitted to unbundle
services and levy a charge for each of the unbundled services.
Oftel, the industry telecoms watchdog, has told BT that it must pay compensation to other telcoms companies if it does not unbundle
local loops within a previously agreed time.
The UK was on track to unbundle
by the middle of next year, and disputes between Oftel, BT and the industry would delay the process by only a few weeks.
