homelessness

having no home, now the subject of legislation in England and Wales and Scotland, and having a technical signification not always congruent with the ordinary meaning of the word. The thrust of the legislation is to focus upon accommodation, and homelessness is the lack of such accommodation. The risk of violence or abuse can render a person in a home, homeless. Local authorities have to provide accommodation for the homeless but not the intentionally homeless, a critical concept around which much of the reported litigation turns. Some homeless people are accorded a priority need in applying for council housing, such as pregnant women.
