permission to develop land or buildings. The need for such permission is the linchpin of the system for controlling the development of land in the UK; before land can be developed, planning permission for such development must be granted by the local planning authority. There is a whole regime of investigation, advertisement, appeals and legal decision applying to such applications. Central government has the ability to call in applications and effectively overrule the local process. See also BLIGHT NOTICE.
