in road traffic law, the scheme whereby courts endorse points on the driving licences of offenders; if offenders accumulate 12 points in three years they become liable to be disqualified for at least six months unless there are mitigating circumstances or special reasons for not endorsing or disqualifying. Hardship is not sufficient unless it is exceptional, so the loss of a job is seldom considered to be exceptional as it is the very kind of thing that happens. However, hardship to others may be enough to give the court a discretion.
