Following lobbying by groups including ANEC, the Labour Government updated the resource equalisation adjustment.
Research by the Chartered Institute of Public Finance and Accountancy (CIPFA) on local income tax shows that the level of resource equalisation would be greater than under council tax.
It showed that if local income tax replaced council tax the level of resource equalisation for North-East councils would need to increase by pounds 132m, which is worth on average around pounds 108 per taxpayer in the region, although the benefits would be bigger in the poorer areas.
ANEC has not taken a formal position on the various local tax options, but this demonstrates that whatever the merits of the various options, resource equalisation is a very important issue.
Resource equalisation must be applied to all forms of local tax, where there are significant differences in the amount that a council could raise from a local tax source.
